A report released by the National Committee of the Heads of Arab Local Councils has caused an uproar amongst Israelis and has been called a "declaration of war" by some, according to the Jerusalem Post.

In response to what it sees as moves which marginalize the Israeli Arab population in Israel, the Committee released a report called, "The Future Vision of the Palestinian Arabs in Israel".

Although the report claims to be a study of how to better integrate Israeli Arabs into Israeli society, the report's title itself refers to the population as "Palestinian Arabs in Israel," instead of as Israeli Arabs.

The paper called for three radical changes, all of which are designed to eradicate the Jewish character of Israel: establishing a binational state with a different anthem, flag, and emblem; establishing national, demographic, and historic 'equality' to Arabs (including the abolition of Jewish Right of Return); and the establishment of Arab institutions and structures so that Arabs will not be dependently tied to the Jewish population.
