Israel's ambassador to El Salvador was found naked, drunk, bound and gagged in his backyard it was revealed Monday. According to Foreign Ministry officials, Tzuriel Refael is thus being recalled from his post for conduct unbecoming an Israeli diplomat.

According to a report in Ma'ariv, the ambassador was found in his backyard bound, gagged with a rubber ball, and in possession of accessories related to sado-masochism. Though he was inebriated, he was able to identify himself as the Israeli ambassador when the San Salvador police who guard his house found him.

Following the Ma'ariv report, the Foreign Ministry said the ambassador had been recalled, saying in a statement that his "conduct does not match the behavior expected from Israeli diplomats." It is unclear whether Refael will be further disciplined

State Comptroller Micha Lindenstrauss published a report in 2006 harshly criticizing the diplomat appointment process and the promotion of employees through the ministry.

The report stated that committee in charge of the diplomat selection process "is not properly staffed, lacks criteria for examining candidates, is not transparent, and there is reason to believe that in some cases the committee was just a rubber stamp for decisions that had already been made."
