The United States of America and the United Kingdom have messaged Israel to proceed cautiously in its efforts to stop Qassam rocket fire against civilians in southern Israel.
Both countries were diplomatic in giving advice, indicating that they support in principle Israel's right to act against the terrorism.
But they sought to tie Israel's hands by stressing that any response should be "in accordance with international law ... should seek to avoid civilian casualties" and should avoid undue damage against Palestinian infrastructure.
Gaza's terrorists typically operate from among the civilian population in the hope to either hinder Israel's ability to respond or to be able to accuse Israel of hurting civilians when it is forced to respond.
