Syrian President Bashar Assad demanded in a parliamentary speech that Israel agree to return the Golan Heights if it wants to begin peace negotiations with Syria. Assad called on Israel to negotiate directly with Syria, stating that Israeli had approached Syria through a third party, which some believe to be Turkey, Ynet reported.

"We once again stress our desire to renew the negotiations based on the principle of land for peace, meaning a return of all of the Golan up to the June 4 1967 lines. Israelis must remember that the cost of peace is lower than all wars," Assad said.

"A number of delegations that have visited Syria have delivered messages from the Israeli prime minister by which he is seeking peace. One even came during the Second Lebanon War. We consider this a positive step but our official policy is against a secretive channel of negotiations," the Syrian president continued in a speech that marked his reelection to office.
