Palestinians plan to turn Samaria settlements into "technical college"

The Palestinian Authority's Ministry of Planning hopes to transform the Kadim and Ganim settlements into a campus for a technical college after Israel pulls out of the northern West Bank later this year.

Neither the settlers nor the Palestinians are certain whether the PA will inherit settlements shorn of anything above ground. "I very much hope that Israel does not destroy the existing structures," said Jenin city manager Salahidin Mousa following the meetings in Ramallah. "The settlements have perfect facilities for tourism, including air-conditioning, water, heat and swimming pools."

For residents of Jenin, once called the cradle of suicide bombers, "it could give us a new lease on life to have something new for the first time in memory," said Mousa. "[The settlements] are a lovely place with trees and nice, well-built homes."

A technical college in the area, he said, could boost Jenin's profile and attract students from all over the West Bank.

Starting in April international advisory teams, including Americans, are to arrive in the West Bank to counsel the PA on ways of efficiently utilizing the four settlements.
