U.S. Secretary of Defense Donald Rumsfeld offered former Iraqi leader Saddam Hussein freedom and a possible return to public life in return for making a televised request of armed Iraqi terrorists to engage in a cease-fire with foreign liberating forces.

According to sources, Saddam rejected the offer.
