The blast occurred as Palestinian Authority Chairman Mahmoud Abbas was in Gaza City for talks with terrorists about restoring a cease-fire with Israel following a recent flare-up in terrorist violence.

In the past four years, dozens of Palestinian militants have died while mishandling explosives.
