Nuclear spy Mordechai Vanunu filed the petition in an attempt to overturn a decision to extend restrictions on him for a year following his release from prison.
Vanunu is forbidden from communicating with foreigners, and must inform the authorities whenever he plans on leaving the borders of Jerusalem.
