The law allows the Interior Minister to grant permanent resident status to West Bank Palestinians who have family members in Israel.
The 11% figure came from Yuval Diskin, head of the Shin Bet security forces, who informed a Knesset committee on Tuesday of the significant percentage of Palestinians involved in terrorist activities, who entered the country as part of the family reunification law.
He added that that 99% of those involved in terrorism were men between the ages of 16 and 35, and women under the age of 25.
