The petitions were filed by the Israel Union for Environmental Defense Adam Teva V'din; Life and Environment; and the Society for the Protection for Nature in Israel.
The construction will go ahead in accordance with new regulations from Interior Minister Ophir Pines-Paz, allowing construction plans to go ahead even before they are approved by the relevant authorities.
