Tough travel restrictions clamped on Palestinians after a West Bank shooting Sunday that killed three young Israelis are not a response to the attack but part of a long-term strategy aimed at total separation of Jews and Palestinians in the territory, Israeli daily Maariv reported Wednesday.
The paper said government officials ordered the military to prepare a plan for segregated roads "a number of months ago" with the aim of removing all points of contact between Palestinians and settlers by the year 2008.
