In response to Israeli and Palestinian requests, the European Union agreed Monday to monitor the Gaza-Egypt Rafah border crossing. They have also agreed to train Palestinian police forces over a three-year period. We will "assume the third-party responsibility" in monitoring the crossing, said Javier Solar, the EU's security affairs chief at a meeting in Brussels, Belgium.
