Israeli troops shot two Palestinians attempting to plant an explosive device near the security fence on the Gaza-Israel border early Thursday, killing one and wounding the other, the Israeli military said.

Palestinian hospital officials identified the dead man as Akram Abu Jhaleen, 22, a member of the Al Aqsa Martyrs' Brigades, a militant group affiliated with the governing Fatah party.
