Israel's Military Intelligence has said that the upcoming summit in November is likely to be a failure, echoing criticism from MKs across the political spectrum. The aim of the summit is to achieve agreements between the Palestinian Authority and Israel, although the PA is demanding far more than Israel is like to agree to.
MI reports say that the PA's commitment to carry out their end of the deal, namely combat terrorism in Judea and Samaria, is dubious and unachievable, according to the JTA.
PA security forces are currently in charge of police activity, and the IDF carries out counter-terrorism operations. MI predicts that if the PA is granted control over West Bank cities, PA Chairman Mahmoud Abbas will not be able to maintain control over them.
Amid recent reports that Hamas is just as strong as Fatah in the West Bank, the only difference being that their adherents are more driven to gain control of the region, Prime Minister Ehud Olmert's eagerness to cede Judea and Samaria is provoking a heated debate inside the Jewish state.
Senior Fatah officials are concerned that Hamas is planning to carry out an intifada in the West Bank, Haaretz reported, which will target them through mass demonstrations and seek to topple their control there.
Chief of Military Intelligence Major General Amos Yadlin has warned that Hamas is stepping up its efforts to perpetrate a large-scale terrorist attack in an attempt to undermine progress between Israel and the PA ahead of the summit. Yadlin said that the attack would either be inside Israel or at a Gaza-Israel crossing.
Among other concerns, MI reports also cited Abbas' growing demands for goodwill gestures from Israel, which MI fears will continue to get tougher without any reciprocity or any sign of an increase in anti-terrorism capabilities.
