Knesset Member Ruhama Avraham is proposing a new law to prohibit the consumption of alcohol in public parks after nightfall.
The Kadima MK raised the ire of the bar-going crowd in the past when she suggested drinking establishments be required to stop serving liquor after 2:00 a.m., an initiative known as the 'Bar Law.'
Now Avraham wants to ban alcohol consumption between 9:30 p.m. and 6:30 a.m. in city parks, national parks and public roads.
According to the bill, only the police chief himself or someone directly authorized by the police chief would be able to sanction nighttime drinking at the locations in question in exceptional cases.
"Growing violence in Israeli society as the result of excessive and inappropriate consumption of intoxicating beverages on our streets is a grave phenomenon, which must be contained -- and it is best to do so as soon as possible," Avraham wrote in explanation of the bill.
Not just parks
Avraham proposed a second law to outlaw open bottles of alcohol inside vehicles. The industrious MK was also signed on a third bill, together with MKs Gilad Erdan (Likud) and Alex Miller (Israel Our Home), to increase supervision of alcohol-selling establishments.
Avraham explained her campaign to Ynet on Monday: "I started with the Bar Law to include pub owners in the war on the phenomenon of excessive drinking and drunkenness. The Bar Law was passed in its preliminary reading, but I intend to keep advancing it. These bills were drafted with the full agreement and support of all the relevant bodies -- the police, Education Ministry, Transportation Ministry, National Authority for Road Safety and a representative of pub and restaurant owners."
"The draft laws are currently being legally examined. Their aim is to offer a solution to minimize the phenomenon of violence on the streets and in Israeli society that results from alcohol consumption," she said.
"In bars, drinks are sold for high prices, so youth buy alcohol at small shops and drink until they get drunk or even black out, and that is why we see extreme incidents of violence at club entrances," Avraham told Ynet.
