Foreign Minister Tzipi Livni met with United States Secretary of State Condoleezza Rice in Washington on Thursday, and vowed that Israel would continue to wage a war against Palestinian terrorist groups in the Gaza Strip.

She said that negotiations with Palestinian Authority President Mahmoud Abbas cannot be concluded without an end to the firing of Qassam rockets by Palestinian terrorists from the Strip.

Livni said Israel would carry on with talks even while the barrage continues unabated.

"Israel will not allow the founding of a terrorist state on its borders," Livni said, adding there is a pressing need to find solutions to Gaza's problems and vowing to continue to negotiating with the PA on final status issues.

Livni was in Washington to take part in a memorial ceremony for U.S. Congressman Tom Lantos, a Holocaust survivor, who died Tuesday from cancer.
