Proposed Policy Speech (483TS) On Iraq for Prime Minister Ariel Sharon: Draft #3 (From undisclosed sources)
Arik: Here is the speech with the revisions we discussed. Should be delivered before the American elections of 2002. Irwin Graulich
"Israel is not in a state of hostility or war with the people of Iraq, nor its government. There is talk in the media of a large military attack upon the Iraqi regime. Israel will not be a participant, even though our intelligence has uncovered direct training of Palestinians by Iraqi agents in order to launch both conventional and potentially non-conventional weapons from the disputed territories.
During the 1991 Gulf War, Iraq, totally unprovoked by Israel, launched Scud missiles into our cities, injuring and killing Israelis. Our nation did not respond to that aggression, out of respect and consideration for the relationship it cherishes with the United States of America. This type of non-interventionist policy request was unprecedented in the annals of world history.
However, today, there are abundant rumors about another Iraqi military response strategy. Therefore, it is the obligation of this government to let the nation of Iraq know, in advance, the consequences for a similar attack to 1991 on the democracy of Israel.
Any attack by Iraq on Israel with conventional missiles will result in the total destruction of Baghdad, the capture of all Iraqi territory, including the seizure of its natural resources by the State of Israel. This would encompass all of Iraq's oil resources of 120 billion proven barrels.
Let me be clear. The annexation will be of "permanent status," whether the UN calls the acquired Iraqi territories occupied, captured or temporary. In a similar fashion, we warned King Hussein and the Kingdom of Jordan in 1967, not to launch an attack on us. The results are there for the world to see, and although this victory has created many problems for us, we have learned from our mistakes in Judea and Samaria.
War is unfortunate, but sometimes necessary. As a soldier, as an officer and as defense minister, I have gained much wisdom from the incredible successes on behalf of the nation of Israel and the Jewish people. Our unprecedented military victories of 1967 and 1973 have taught us painful lessons. Aggressor's territories must be annexed immediately and a system created for total commonwealth rule.
I remind you that in 1990, Israel was virtually the only country in the Middle East not to join the worldwide coalition for war against Iraq. Your fellow Arab states were instrumental in defeating Iraq, as well as killing hundreds of thousands of your soldiers and Republican Guard troops.
Although Israel did not participate in the Gulf War, the Iraqi government today publicly threatens our civilian population centers. We will not launch a pre-emptive strike against Iraq even though it has violated UN Security Council resolution 687, jeopardizing the weapons balance in the region.
International law strictly prohibits any nation from purposely broadening a conflict. Drawing Israel into this war will not result in other Arab nations joining forces with the Iraqi side. We have confidential assurances attesting to this fact. I am delivering this warning for Iraq to seriously consider the extremely dire consequences of an attack on the State of
Israel.
I must conclude by saying, if you do not want to recognize the existence of a Jewish state, you can attempt to bury your kaffiyeh in the sand and ignore such a reality. Frankly, we have been quite successful without much of the Arab world's recognition. It is truly your loss. We would prefer to live as good neighbors and institute mutually beneficial trade agreements. We are ready to do this immediately.
However, Anti-Semitism has once again reared its ugly head as it did during WWII. Let history be a great lesson. The nations that attempted to destroy the Jews were obliterated. The only nation that indeed helped the Jews, America, became truly blessed and strong. Let the Arab world recognize the consequences of anti-Zionism, which as everyone knows, is just a euphemism for Anti-Semitism.
Oh yes. I only mentioned conventional weapons. However, use of any unconventional weapons, will guarantee an unconventional response, as would a third party attack upon us. Our own Iraqi Jewish Congress has contingency plans in place in case a takeover scenario becomes a reality. Former Iraqi Jews now living in Israel have close contacts with their Kurdish, Shiite and Sunni brethren living in Iraq.
Let the President of Iraq and its leadership take our message very seriously. We will not waiver, we will not falter and we will not fail. God bless Israel and Shalom." (Smile Arik).
